Clicking the Bibliography entry MR0077122 leads to useful links except for the link https://doi-org.ezp-prod1.hul.harvard.edu/10.2307/1969609 which is not accessible by all.

Ah, good point. That article (like some others in the bibliography) is behind a paywall, but better to link to the paywall itself than an institution-specific way to get past it.

Does "paracompact" mean what wikipedia calls "paracompact Hausdorff"?
